In order to implement the spirit of the "Opinions of The General Office of the State Council on Promoting the Sustainable and Healthy Development of the Construction Industry" (the State Office issued [2017] No. 19) and the "Notice of The General Office of the State Council forwarding the Guidance Opinions of the Ministry of Housing and Urban-Rural Development on Improving the Quality Assurance System and Improving the Quality of Construction Projects" (the State Office Letter [2019] No. 92), the "Internet + supervision" model is fully implemented. To strengthen the quality and safety supervision of housing construction and municipal infrastructure projects by means of information technology, and vigorously promote information sharing and business collaboration, the Ministry has organized the development of the national engineering quality and safety supervision information platform (hereinafter referred to as the platform), which is scheduled to be launched in the near future. The relevant matters are hereby notified as follows:

1. Work objectives

Build an integrated national housing construction and municipal infrastructure engineering quality and safety supervision information platform, covering construction safety supervision, engineering survey and design quality supervision, engineering quality supervision, urban rail transit engineering quality and safety supervision and other services. Support the housing and urban and rural construction departments and relevant departments at the ministry, province, city and county levels to perform the quality and safety supervision functions of housing construction and municipal infrastructure projects, achieve cross-level, cross-regional and cross-departmental information sharing and business coordination, improve the efficiency of supervision work and government service capacity, and effectively safeguard the safety of people's lives and property.

2. Start time

From April 15, 2021, local housing and urban and rural construction departments and relevant departments can log in to the platform, get familiar with the system environment, and try out the system functions; Starting from May 15, 2021, the platform will be officially launched.

Third, platform functions

The platform integrates engineering quality and safety supervision business information system, national engineering quality and safety supervision data center, work portal and public service portal for free use everywhere.

(A) engineering quality and safety supervision business information system. Support housing and urban and rural construction departments at all levels and relevant departments in handling quality and safety supervision of all types of housing construction and municipal infrastructure projects.

1. Construction safety supervision information system. It covers construction enterprise safety production license management, construction enterprise safety production management personnel management, construction construction special operation personnel management, construction lifting machinery management, engineering project safety supervision and inspection, hazardous sub-division project management, safety production standardization evaluation, housing and municipal engineering construction safety accident investigation, construction safety supervision agencies and personnel management Manage services and support mobile terminal applications.

2. Engineering investigation and design quality supervision information system. Covering project construction drawing review, construction drawing review institutions and personnel, survey and design quality poor records, survey and design quality spot checks and other information management services.

3. Engineering quality supervision information system. It covers the information management business of project quality supervision, project quality administrative punishment, project quality testing qualification, testing institution practitioners, poor records of testing institutions, and high-quality projects around the country.

4. Urban rail transit engineering quality and safety supervision information system. It covers rail transit line information management, supervision and inspection management, management of participating enterprises, management of key machinery and equipment, accident and major risk management and other businesses.

5. Engineering quality and safety supervision, law enforcement and inspection information system. To support the Ministry in carrying out supervision, law enforcement and inspection of the quality and safety of housing construction and municipal infrastructure projects at the national level.

(2) National Engineering Quality and safety supervision data center. In accordance with the unified data sharing and exchange standards and technical specifications, comprehensively collect the national housing construction and municipal infrastructure project quality and safety supervision information, build the national project quality and safety supervision big data collection, and connect with the local project quality and safety supervision information system, the data center of the Ministry of Housing and Urban-Rural Development and the national data sharing and exchange platform.

(3) Work portal. Provide support and services such as document handling, data inquiry, statistical analysis, visual display, accident case analysis, supervision personnel training, opinion and suggestion collection, public opinion monitoring, laws and regulations and accident information express to housing and urban and rural construction departments at all levels and relevant departments. (4) Public service portal. Release of housing construction and municipal infrastructure engineering quality and safety supervision field related notices and announcements, industry trends, local information, national engineering survey and design master, engineering quality and safety expert committee, urban rail transit expert committee information and engineering quality and safety accidents, provide engineering quality and safety supervision data and policy and regulation inquiry services.

Fourth, platform users

Platform users include all levels of housing and urban and rural construction departments and relevant departments of housing construction and municipal infrastructure engineering quality and safety supervision personnel, project construction parties and related institutions, units of practitioners, the public and so on. The supervisory personnel account of the competent department is created in a step-by-step allocation mode. Among them, the administrator accounts of local departments at all levels are created and allocated by the superior competent departments, and the accounts of other supervisory personnel are allocated by the administrators of the competent departments at the same level. Employee accounts of relevant units shall be created by means of registration.

5. Access methods

(1) Public service portal. The public can access the portal through the main page of the portal website of the Ministry of Housing and Urban-Rural Development "Public Service Portal of the National Engineering Quality and Safety Supervision Information Platform", or directly visit zlaq.mohurd.gov.cn to enter the platform public service portal.

(2) Work portal. Supervisors visit the platform public service portal, click the link of "National Engineering Quality and Safety Supervision information Platform entrance", and enter the work portal through the unified login window of the platform. (3) Project quality and safety supervision business information system. Supervisors log in to the work portal of the platform and access the relevant business information system through the "Core Business information System Entrance"; Practitioners visit the platform public service portal, click the link of "National Engineering quality and safety supervision information Platform entrance", and enter the relevant business information system through the unified login window of the platform.

6. Job responsibilities

The Ministry of Housing and Urban-Rural Development is responsible for the construction, operation and maintenance management of the platform, organizing the formulation of data standards, technical specifications and work systems related to the information construction of national engineering quality and safety supervision, and urging and guiding all localities to do a good job in the application of the platform and information sharing and exchange. Local housing and urban and rural construction departments and relevant departments at all levels are specifically responsible for the promotion and application of the platform in their own regions and information sharing and exchange.

7. Relevant requirements

(1) Attach great importance to platform applications. Using the platform is an important measure to promote the modernization of engineering quality and safety governance ability. All localities should effectively improve their political standing, strengthen organizational leadership, establish a mechanism for coordinating and promoting, study and formulate supporting measures and specific implementation plans, strengthen the construction and training of professional personnel, and ensure that the work of platform application and information sharing and exchange is implemented.

2. Comprehensively promote IT application in regulation. Regions with the conditions for informatization supervision should build and improve their regional information systems in accordance with relevant standards and specifications, and improve the standardization and standardization level of information system construction. In areas that do not have the conditions for information supervision, it is necessary to apply the ministerial platform to handle relevant supervision services and achieve full coverage of information technology in project quality and safety supervision. The above work should be completed by the end of September 2021.

3. Accelerating data sharing. All localities should accelerate the construction of data centers for the supervision of project quality and safety in their own regions. Strictly in accordance with the "National Building Construction Safety Supervision Information System Sharing and Exchange Data Standard (Trial)" (2018) No. 5), "National Housing construction and Municipal infrastructure Engineering construction drawing design Document Review Information System data Standard (trial)" (2018) No. 64) and "Urban rail transit engineering quality and safety supervision information platform sharing Data Exchange Standard (Trial) (Jianguan Quality (2020) No. 56) and other standards and specifications require that the quality and safety supervision information of housing construction and municipal infrastructure projects in the region be collected and shared and exchanged to the ministerial platform in a comprehensive, accurate and timely manner. The above work should be completed by the end of September 2021. It is necessary to do a good job of funding security, reasonable arrangement of funds to support the sharing of project quality and safety data. Encourage all localities to actively apply for the use of ministerial data center construction results, and promote the application in assisting government decision-making, supporting government performance, and serving enterprises and the masses.

(4) Strengthen data quality and safety management. All localities should be responsible for the authenticity and accuracy of shared data in accordance with the principle of "who provides it, who is responsible", and constantly improve the integrity, availability and timeliness of data. Data providers should strengthen the security management of data collection, collection, integration, provision and other links to prevent data leakage and illegal access. Data users should strengthen account management, strictly control the scope of data use, and prevent leakage, abuse, information tampering and other behaviors.

5. Strengthen supervision and guidance. All provincial housing and urban and rural construction departments and relevant departments shall establish a working mechanism for the informatization construction of project quality and safety supervision in the region, increase the supervision and guidance of the promotion and application of the platform in the region and information sharing and exchange, and urge the relevant units and personnel to implement their work responsibilities. Our department will closely track the progress of information construction in all localities.
