By 2025, we will strive to achieve the proportion of intermediate workers in skilled workers on construction sites of projects under construction to reach 20%, and the proportion of skilled workers at senior and above levels to reach 5%, and initially establish a system of skilled workers on construction sites.

In order to implement the "Guiding Opinions of the Ministry of Housing and Urban-Rural Development and other departments on Accelerating the Cultivation of a New Era of construction industry workers" (Jianshi [2020] No. 105), guide all localities to do a good job in the formulation of construction site skilled workers' staffing standards (hereinafter referred to as "staffing standards"), strengthen the construction site skilled personnel staffing, reduce project quality and safety hazards, and improve project quality and quality. The relevant matters are hereby notified as follows:
I. General requirements
For new construction, reconstruction and expansion of housing construction and municipal infrastructure projects, corresponding standards for skilled workers on the construction site shall be formulated. Skilled workers include general technical workers and construction special operations personnel. The grade of general skilled workers is divided into junior worker, intermediate worker, senior worker, technician and senior technician; The types of work include masonry, steel, formwork, concrete, etc., and the specific Settings refer to the Notice of the General Office of the Ministry of Housing and Urban-Rural Development on Issuing the Catalogue of Occupational jobs in the Housing and Urban-Rural Construction Industry (Builder [2017] No. 76). All localities can make timely adjustments according to the new types of work generated by the development of the industry.
Construction special operators include construction electricians, construction scaffolding workers, construction lifting signal division cable workers, construction lifting machinery drivers, construction lifting machinery installation and disassembly workers, high work basket installation and disassembly workers and other special operators identified by the competent departments of housing and urban and rural construction of the people's governments at or above the provincial level.
2. Work objectives

3. Main tasks
3.1. Setting standards in a scientific and reasonable way. On the basis of research, according to the actual level of engineering construction management and construction workers in the region, according to the work objectives and project types, scales and implementation stages, formulate corresponding equipment standards, and clarify the proportion of skilled workers in the total number of workers on the construction site and the requirements for the proportion of workers in different types and skill levels. At the same time, the corresponding substitution calculation method between different levels of workers is clearly defined in the equipment standard. In the calculation of workers' equipment, higher-level skilled workers can replace lower-level skilled workers according to a certain proportion. Regularly improve the equipment standards, and gradually increase the proportion of high-grade skilled workers in all skilled workers in the region.
3.2. Earnestly carrying out skills training. In accordance with the unified deployment and requirements of the Ministry, improve the regional construction workers skills training organization and implementation system. Give full play to the main role of enterprise skills training, promote the mutual promotion of skills training and on-site construction, and encourage enterprises and industry associations to actively hold various skills competitions to promote training and training.
3.3. Strengthen supervision and inspection. Strengthen the linkage between the market and the site, and the construction market supervision department will formulate inspection manuals together with the engineering quality and safety supervision department, and will be equipped with standards as one of the contents of the construction market and engineering quality and safety inspection of projects under construction, dynamically carry out daily inspections and random inspections, and those who do not meet the requirements should be rectification within a time limit. The equipment standards will be included in the quality and safety evaluation of the industry in the region and the integrity evaluation system of relevant enterprises and project leaders in accordance with the relevant provisions, and promote the formation of a benign environment for the on-site decision of the market. Establish a regular notification mechanism to publicize projects under construction that do not meet the requirements of the equipment standard.
3.4. Strengthening the application of information technology. Constantly improve the real name system of construction workers and smart site management systems in the region, and increase the standard assessment function. Strengthen information sharing with the training management information system for employees in the housing and urban and rural construction industries, timely analyze and record the situation of construction workers' skill levels, training assessment and evaluation, salary and salary, employment evaluation, etc., promote enterprises to release information such as market-oriented prices of construction workers, and guide construction enterprises to reasonably determine the salary standards of construction workers. And the salary is linked to the construction workers' skill level and employment evaluation.
4. Job requirements
All localities should raise awareness, strengthen organizational leadership, formulate specific work implementation plans as soon as possible, clarify work tasks, division of responsibilities, time arrangements, etc., formulate and introduce equipment standards before the end of 2021, and report to our ministry for the record. It is necessary to carry out research at the grassroots and construction sites to accurately grasp the skill level of construction workers in the region and ensure that the installation standards are effective. In the implementation, we should pay attention to summing up typical experience and practices, and actively promote them. Our department will rely on the national construction workers management service information platform to collect and summarize the availability of skilled workers for projects under construction around the country, and regularly report the progress of relevant work.
